Fall Protection Plan for Painting Contractors

Painting scope puts your crew on scaffolds, lifts, and ladders across every surface of the building. Your GC requires a plan that covers all of it.

Commercial painting contractors work at height on nearly every surface of a building — interior walls, ceilings, exteriors, stairwells, and mechanical rooms. The variety of access equipment used (scaffolding, scissor lifts, boom lifts, ladders) means your Fall Protection Plan needs to address multiple protection methods.

GC safety coordinators will verify that your plan covers the specific access methods your crew will use and the fall hazards at each work location. A plan that only mentions one type of fall protection won't pass review.

Common Fall Hazards for Painting Contractors

1

Scaffold Work

29 CFR 1926.451

Interior and exterior scaffolding for wall, ceiling, and facade painting above 10 feet requires guardrails or PFAS.

2

Aerial Lift Operations

29 CFR 1926.453

Scissor lifts and boom lifts used for high ceilings, atriums, and exterior surfaces. PFAS required in boom lifts.

3

Ladder Use at Height

29 CFR 1926.1053

Extension ladders for cut-in work, touch-ups, and prep near edges and openings throughout the building.

4

Exterior Access — Swing Stage

29 CFR 1926.451(e)

Suspended scaffolding for exterior painting of multi-story buildings requires specific fall protection and training.

Why GCs Scrutinize Painting Contractors' Fall Protection Plans

Painting is one of the last trades on a commercial project, and the GC needs to know your crew can work safely across every surface. Because painters use multiple access methods — scaffolds, lifts, ladders, and sometimes suspended platforms — your plan needs to cover fall protection for each method.

What Your Plan Will Include

In addition to the 10 standard sections of every SafeDocs Fall Protection Plan, your plan will address these trade-specific elements:

Scaffold-specific fall protection requirements

Aerial lift tie-off and restraint procedures

Exterior suspended scaffold (swing stage) safety

Ladder safety for prep, cut-in, and touch-up work

Stairwell and atrium painting fall protection

Frequently Asked Questions

Do painters need fall protection on scaffolding?

Yes. OSHA requires fall protection on scaffolds above 10 feet in construction. This typically means guardrails on all open sides, but PFAS may be required depending on the scaffold type. Your plan needs to specify which system is used.

What about interior painting — do we still need a Fall Protection Plan?

If any interior work is above 6 feet (which it almost always is for ceilings and upper walls), your GC will require a Fall Protection Plan. The plan covers interior and exterior work based on the hazards you identify.
